It’s the early 1900’s, and Sergeant Dragon Ma is serving in the Hong Kong Marine Police in their efforts to stop the pirates, who for months have been making the seas unsafe. But aside from the pirates, Dragon Ma also has the regular Police Force to worry about due to strong interservice rivalries with the Marine Police, and a history of fighting between the two forces.
